MoU signed between APSEZ and SMIT-MERC to establish India’s first ‘Place of Refuge’ for distressed vessels: DG Shipping

MUMBAI : India marks a significant milestone in strengthening its maritime safety and emergency response framework with the signing of a landmark Memorandum of Understanding (MoU) between Adani Ports and Special Economic Zone (APSEZ) and SMIT Salvage Maritime Emergency Response Centre (SMIT-MERC). The MoU was facilitated by the Directorate General of Shipping.

The agreement reflects the shared intent of both organisations to collaborate on establishing India’s first dedicated “Place of Refuge” — a critical maritime facility designed to provide a safe haven for vessels in distress after emergency situations have been stabilised.

This pioneering initiative represents a major advancement in India’s maritime emergency response infrastructure. It lays the foundation for a structured and coordinated system where distressed vessels can be safely received, thereby mitigating risks to life, property, and the marine environment.

The proposed framework will significantly enhance the nation’s salvage preparedness and post-emergency response capabilities. It also reinforces environmental protection measures by ensuring that damaged or vulnerable vessels are handled in controlled conditions, in line with globally accepted best practices.

The collaboration between key maritime stakeholders underscores India’s commitment to proactive risk management, operational readiness, and sustainable maritime operations. By institutionalising a designated Place of Refuge, the initiative addresses a longstanding gap in the country’s maritime safety ecosystem.

This development is being viewed as a decisive step towards building a resilient, responsive, and future-ready maritime sector—one that is equipped to handle complex emergencies while safeguarding ecological and economic interests.
